Due to the impact of terrain, climate, ecological environment and other factors, the waterresources situation of our country is not optimistic for a long time, so the water conservancyindustry always has an important position in China. Batches of water-controlling talents andfamous large-scale water projects have emerged in all ages. Since the information age iscoming, the water conservancy industry starts to walk towards informatization. Under theguidance of new water management concept “to realize the transformation from traditionalwater industry to modern and sustainable water industry”, water informatization, as the basisof modern water industry, will be put at the position of priority development, then be regardedas the tendency and direction of water industry for a quite long period. This dissertationserves Xiaolangdi Hydro-junction as the research target, takes advantages of airborne LiDARand3D GIS techniques, and attempts to build a monitoring and managing system. The majorresearch works are listed as follows:1、Study the basic working principle and development situation of airborne LiDAR,3DGIS and component techniques.2、Via collecting the relative information about water informatization in domestic andoverseas, to communicate and confirm the demand of the targeting system and then completecommand analysis concretely for this project.3、According to the development process of applied GIS, in the period of overall design,make a plan about the structure and function module.4、In detailed design, propose an aerial plan in order to aid airborne LiDAR technique toaccomplish data capture, and then establish the database design by utilizing Geodatabase,ArcSDE and Oracle. In addition to these, the principle of human-computer interactioninterface has also been included too.The successful development of this system has a positive effect to a certain degree forthe informatization and modernization of other water projects.
