For China, the biggest developing country in the world, it is necessary to insist on aChinese-style Low-carbon city construction system. The reason is neither for the questionof its reputation nor in order to cope with the international pressure, but for its owndevelopment. On the one hand, in the current time, the Chinese cities, which possess themajority of national resources, must and will be able to carry out Low-carbondevelopment policy. On the other hand, under the circumstance of global ideology andvalue are assimilated by the mighty strength, it is important to maintain the regionalcharacteristics. In this paper, the construction of Low-carbon city, the maintenance ofregional features and the combination of them will be systemic discussed. Moreover, theexperiences of the writer’s participation in some projects and the concept design of WuHan water traffic will support the point of view of this paper.Chapter1: The author will describe the article topics background, necessity andfoundation; topics object, meaning and purpose; topics research status and literaturereview; topics main concepts, the framework and the research methods that applied in thispaper.Chapter2: Explain the intrinsic factors of Low-carbon development, the evaluationof cities, the definition of Low-carbon city and the necessary of its development, as wellas the conditions of Low-carbon city development systematically.Chapter3: Analyze regions and their characteristics, the relation of the regionalcharacteristics and the construction, and the modern idea of regional view.Chapter4: Analyze the regional features of the cities and the feasibilities ofintegration win-win in Low-carbon cities synthetically. Through the exploration of realprojects, explain how to construct regional characteristics of Low-carbon city from fourlevels.Chapter5: Discuss the importance of water for the construction of city characteristicsand Low-carbon cities in-depth. Through the definition of characteristics of Wu Han, theanalysis of current condition and relation of Water and Wu Han, educe feasibility of Low-carbon water traffic in Wu Han. Then make a conceptual design of regional water traffic, and lastly, make an elemental conclusion of the potential benefits of water traffic.Chapter6: Draw a conclusion for the whole paper. Based on the theoreticalderivation, case analysis and conceptual design of the above five chapters, induce thediscussed viewpoints of this paper, and then provide the suggestions of the follow-updiscussion.
