With the development of urban construction in China and the ever-accelerating pace of urbanization,”Shuijin Jie and waterlogging” problemscaused bystorm flood in particularly short duration high-intensity in heavy rains,have become more serious.Thus, people’s lives and property safety of the city are also seriously threatended. The scientific design of urban underground drain’caliber and minimum diameter has become the urgent needs of urban development. Urban storm intensity formula,which is an effective tool to solve this problem, it can providea scientific theory and accurate design parameters to the municipal building departments.In this paper, according to the annual maximum method advantages,the writer selected the annual maximum method in the storm intensity formula systems software process.In this way,it can be international standards,and take advantage of weather, water sector. Meanwhile, the annual maximum method selects sample objectively,medium and small cities can design storm intensity formula in accordance with their local objective factual circumstances.Tow distribution frequency model,such as Exponential distribution and Gumbel distribution are used in the design of urban storm formula,in the deriving, the system automatically adapts.in order to make the error to a minimum,it select the best-fit curve to determine the parameters of urban storm intensity formula. Through a discussion of variety of numerical method,for example nonlinear model parameters and overdetermined the non-linear model parameters and overdetermined,elaborated the Macquarie Technology and least squares method nonlinear equations of generalized inverse method to calculate parameters of storm intensity formulain detail.In addition,introduce the singular values of matrix.At last,according to the international experience in last three decades designed the software system of storm Intensity Formula,which is used annual maximum method.YuLin city’s56a rainfall data to determine the storm intensity formula and a single return period of the sub-formula of YuLin City,which is higher precision,applicable to a wider range.
