with the rapid development of society and economic, the rapid growth in energyconsumption, building energy efficiency have been an importance. Building ultimate energyconsumption takes30%percent of total energy consumption in China. In particular, theexisting building energy consumption accounted for over95%of building energyconsumption, becomes the key point of energy-efficiency. In energy saving, the financingseriously restrict it to develop,Characteristic of existing residential building is thediversification of property rights and more stakeholders involved in improvements and so on.They lend to Financing difficulties to become a key issue in improvements.In the article, financing model of the existing residential building for energy saving is thestudy, adopt system analysis, evolutionary game theory, comparative research, Thecombination of theory and practice and so on. First, due to read a lot of theoretical literatureand sum up the experience of domestic and foreign financing, it analyzes obstancles offinancing impacted for improvement of content, Summed up the financing obstacles ofexisting residential building energy saving. Keys are main interests, policy obstacles, theconcept of obstacles, regulatory obstacles and technical obstacles.Secondly, it analyze the impact of the mechanism for the relationship between maininterests, based on evolutionary game theory, mathematical analysis and the plot.It clear thegovernment is key to promote the development of existing residential building energy savingmarke. Then, it elaborates the role of government in the existing residential building energysaving, to develop the appropriate enforcement policy, incentive policies and set professionalmanagement institutions. It points out the inadequacies of our existing mandatory policy,design appropriate and professional management agency system diagram.Finally, it designs five financing models,based on the reasonable selection for the valueof the transformation in existing residential buildings, has transformation of baded contentfinancing model, savings Guarantees type EMC financing model,sharing of energy savingswith EMC financing model, EMC financing model, based the CDM/PCDM financing mode.the related entities choose financing model according to the actual situation in the energysaving financing, and describes the adaptation range and precautions.
