Water system as an urban pattern seriously influences urban development andecological environment. Urban water system planning and design has used to be doneindividually, with little organic connection to other urban systems, such as road,ecological, historical and cultural systems. It used to behave as hydrologic functionwhile other functions almost being ignored. In contemporary urban development andplanning, people gradually realize the fault of individual planning and design, proposingrequirement to complete the systematic plan of water system.As a water system in a new city, it flows through the entire city and playing animportant role in stormwater management system, while highly connecting with the oldcity, carrying on its culture, ecological environment and development. One of the keypoints the research highlighted is about seamlessly integrating the new city watersystem with multiple urban functions, creating continuous non-vehicle greenway toform an ecological and cultural landscape.This article reviewed the advances of urban river system planning, studied severaltypical river landscape systems, as well as the advantages and disadvantages ofcombination of the greenway system and river system, in order to figure out the keypoints of urban river system planning. Therefore, the guidance of the Liaoyang NewTown Water System Planning has been raised. Based on the historical, cultural,natural features of Liaoyang, incorporate with the transportation system and green spacesystem, the Planning of the Liangyang New Town Water System has been developed.The planning integrated the linear river green space with the connectivity of greenwayand endowed the Rengong River multifunctional credits, including safety, ecosystemservices, aesthetic richness, recreational and educational opportunities.
