Tremendous efforts have been paid in design and construction of Lifeline Infra-structures and their subsidiary structures in China these years. Safety assessment hasalso become a crucial part of the construction activities for Lifeline Infrastructures. Thereason is that stability analysis and settlement monitoring, as two key points of safetyassessment for slopes and embankments, provide crucial and reliable information forcivil engineers to proceed engineering analysis.As Slice Method is widely used in stability analysis in China, a huge amount ofengineers have been performing analysis based on compressing strength from un-drainded triaxial consolidated test or direct-shear test and omit the influence of originalanisotropy of undisturbed soil. However, such traditional method will always leads toinaccurate result in circular slice method. In this dissertation, based on the Sekigu-chi-Ohta Model, we provided the anisotropic undrained strength function and the cor-responding code of circular slice method in MATLAB. Then we came to the conclusionabout the influence of K0, OCR and Λ in anisotropic shear strength of soils, as well as inFactor of Safety (Fs) and the position of fracture plane. Later, we point out the potentialsafety and economic problems of using the unique shear strength in the traditional safe-ty analysis.For settlement monitoring, a prototype of liquid-based settlement monitoring sys-tem is introduced in this dissertation. As a low-cost alternative method, the prototype isapplicable in continuous wide-range monitoring compared to the traditional manual in-spection and GPS method. For data acquisition, the prototype will coordinate with wireor wireless monitoring system and even act as a component of wireless sensing network(WSN). The experiments in this dissertation show a2mm-level accuracy of the proto-type. And the system also has high linearity, low hysteresis, fairly good stability andsuitability. We finally provide the data parameter–system theoretical sensitivity (STS)for data analysis. And the error analysis was also performed. All these result has beenverified in the later model experiments.
