In the context of economic globalization and regional integration, thecharacteristics of China’s urban group (or town group) became obvious, the centralgovernment, municipalities and regions began to vigorously promote the planning andcoordination of the town group.After the metropolitan areas regional planning of Beijing-Tianjin-Hebei built, thethree Beijing-Tianjin-Hebei provinces also established a regional cooperationmechanism.In this situation, the development of nearby small towns are functional similar withtheir closed around cities in their economic development because of the same policies inthe same province and the influence from the surrounding cities. The small townsnearby Beijing will have economic and environmental functions. The development ofthese small towns would have an important impact on economic development in tri-areaand the city of the capital, Beijing. At the same time, with the rapid development ofBeijing, the city’s available resources have become more and more limited, and thestrain on the ecological environment has become more apparent. It has become clearthat Beijing cannot develop in isolation; the associated development of its surroundingsuburbs, exurbs, and rural areas is critical. The development of smaller towns withinBeijing municipality is critical in the push for steady, rational scientific development,and conducive to enhancing the overall ecological harmony of the region. For thisreason, it is necessary to study the development of small towns regionally, and promoteintegration and development of these small towns and regions.In this study, it focus on some important problems, such as regarding to the smalltowns’ industry development, the concentration of population and the enhancements ofthe function of the urban and rural. It researches the interaction between small townsand central cities. With the intent to explore adjacent geographical conditions andfactors which affect the development of certain spaces, we researched how peripheraltowns and cities within the Beijing Administrative Region to analyze the use of spaceeffectively ease pressure on larger cities and stimulate the development of small towns,with the purpose of gaining the advantages of mutual promotion, coordination, and integrated development.The study takes Hebei Dachang, Tongzhou New City as a case for study.With thebackground of the Beijing’s new town and the capital ring of green economic circle ofHebei, it analyses the development of ideas and the strategic choice of the towns of theeastern part of Beijing from the concern of industrial development, urban functions,social development and so on.and tries to suggest one method which promote thedevelopment needs of the small towns ring the capital region, and consistent with themodel of development and construction of the path of regional integration requirements.
