Central Asia water problem has become the important factor of non-traditionalsecurity in the globalization process. In Central Asia, where Aral Sea Crisis attractedtremendous attention in the19th century, as an important component of globalecological problem, water resource problem received more attention. Central Asiabelong to the temperate continental climate, in the arid and semi-arid areas, andCentral Asian countries are developed countries, water resources of Central Asia areparticularly important in social life and the local economy. Due to the prominentdomestic water resource problem and water resource problem in international basincaused by its own unique geographical position, characteristics of ecologicalenvironment, problems left over by history, social and economic features,international environment, etc., Uzbekistan has become a focus of water resourceproblem in CentralAsia.Based upon Uzbekistan–the focus of water resource problem in Central Asia,tracing back to its historical origin and combining with the latest data published bythe United Nations, major events caused by water resource problem in Central Asia,as well as the agreement on water resource signed by Uzbekistan and efforts it hasmade, the paper studies and analyzes the general situation and use of water resourcein Uzbekistan, factors causing water resource problem in Uzbekistan,including:fragile ecosystems, global climate change, rapid population growth, lack of theeffective use of water, irrigation water resources management, the contradictionbetween Uzbekistan and the upstream countries, countermeasures made byUzbekistan to handle with the predicament of water resource as well as their effecton regional situation, solutions to a series of problems such as water resourcesallocation, sewage treatment, the building of the large reservoirs conflict onelectrical power system caused by utilization of cross-border water resource amongUzbekistan, Kazakhstan, Kyrgyzstan and Tajikistan since national independence offive countries in Central Asia without regulation and control from the Soviet Union,as well as the effect of water resource on Uzbekistan’s relation with great powersand regional international organizations. The solution to problem of Uzbekistan’swater resource is in favor of its social development, stabilization and development ofthe situation of the Central Asia, thus it may become a case followed by othercountries with water resource problem to get rid of water resource trouble and aswell an international convention for China and other Central Asian countries to solvecross-border international water problem.
