With the further promotion of the west development, the rapid construction of theShaanxi-Gansu-Ningxia old revolutionary areas and the advancement of the urbandevelopment by the construction of energy chemical base, the population aggregationhas risen obviously in Yan’an central city and the capacity of space-expanding hasenhanced in the city. However, the cramped urban space and the contradiction of landscrambling between city and landscape has led to mixed urban functions, trafficcongestion and the great challenges to protect historical and cultural city. The lack ofthe available land for the whole city’s construction, of the motivation in suburban andurban development, of the feeling of saint place, in these conditions, to expand newareas actively has been the breakthrough to solve urban problems and to ease thepopulation pressure in the central area of Yan’an.In order to solve the bottleneck of urban development, Yan’an municipalgovernment puts forward the strategy of "central dispersal and external expansion,found city in the mountains", planning a municipal administrative business center andproduction and service mountain metro in the north of the central city——NorthernNew Area. However, under the constraint of surrounding terrain of Yan’an city, theMetro base is located in the Loess hilly region with the poor natural conditions.Therefore, to build a high-qualified, safe new area which must meet the characteristicsof the Loess Plateau Metro at the same time, there must be higher requirements for theinfrastructure planning. For the Loess Plateau Metro construction is still in the early stages, research of theinfrastructure is a very small part. Affected by loess characteristics, the infrastructureplanning is much more important in this region. Thus this article explains Yan’andevelopment strategy "central dispersal and external expansion, found city in themountains" as its starting point, and first clears the positioning relations between Yan’andowntown and northern new area. Combined with terrain environmental remediation,the article interprets in details about the thinking and planning proposals on the locallyfeatured water resources system, energy system and public safety system of theinfrastructure planning in northern new area, and presents suitable combination andconfiguration mode principles for infrastructure planning, to provide some referenceideas for the same type of planning in the future.
