Cold-winter and hot-summer region in China has great areas, dense populationsand rapidly developing economy. In the past, because of the fact that the buildings herewere not planned to be heated in winter, there was nearly no district heating systemshere. And as a result, the indoor air thermal and humidity environment here was themost inferior in China. However, with the improvement of people’s lives and needs ofcomfort, more and more buildings are designed with heating systems now. Thecharacteristics of climate here decide that the heating mode here is small-scale districtheating or home-scale heating systems. Confirming the most suitable heating meteringmode on the basis of climate characteristics and people’s customs here plays asignificant role for the energy conservation of buildings here.Currently, there are many heating metering modes, and each mode has its ownadvantages and disadvantages. According to the in-site investigation, we found thatfloor heating equipment is the main terminal heating system. And in this system, themetering methods are mainly apportionment method for the flow, heat metering byhouse-hold heat meters, gas-consumption-based or electricity-consumption-basedmethod.Currently, study on the metering method is rare, incomprehensive. How tocomprehensively evaluate these modes is crucial for the choice of heating meteringmethod. Based on the formal requirements, quantitative and qualitative variables arecombined together to build a evaluation system. Then, by the built system, the nowexisting heating metering modes are evaluated. By the result, the relative goodness of these metering methods is: gas-consumption-based and electricity-consumption-basedmethod, apportionment method for the flow, heat metering by house-hold heat meters,apportionment method for the flow-temperature.In addition, this paper also analyzes the mechanism of different methods and theirproblems, respectively. Aimed at the now existing problems in metering method, thispaper gives a new upgraded metering method based on temperature-based andtime-area-based method. Taking the time needed for the room to reach the same comfortand room area into consideration, the overall heat amount and respective heating feesare districted to the rooms. At last, the basic idea, system composition and workingprinciple in this region of this method is analyzed.
