Low-altitude unmanned aerial vehicle is the key ressearch and developmentdirection in our country. And the flight test is very necessary to verify theperformance of the products and improve the design. During the the flight test,the failure rate was relative high because the quality of the products can not beguaranteed. Therefore, the person and equipment will be damaged easily and theprocedure of flight test should be controlled effectively. According to thecharacter of low-altitude unmanned aerial vehicle that is low flight height, wideflight range and frequent maneuver, three safety control mode are presentedwhich is ground based safety control, transfering by air safety control and airbased safety control. These three safety control modes are analyzed deeply. Thenew universal safety control scheme is proposed which is based on the air basedsafety control and also consider the ground based safety control. The air basedmeasuring station can tracking the maneuvering target all the time, and the car isutilized to carry the ground based station. The system can maneuvre quickly andnot be restricted by air space. The test of low-altitude unmanned aerial vehicle isvery dangerous to people and device on the ground. Therefore, the protectionmethod is presented. The design of safety control pipeline, the programming ofimportant parameter judgement, and the reduce, enlarge and combine of safetycontrol pipeline are investigated. According to the need of safety control system,the new safety control institution is proposed. The execution mode, targetdetermination principle, judgement mode, fault diagnose mode are studied.Finally, the execution scheme of air-ground integration safety control system isdesigned according to the real flight test.
