Ningbo, as a large-scale port city in China, the management level of the sea traffic safety hasbeen developing steadily with the economic development of the port. However, has also broughtabout the shipwrecks in the areas of Ningbo seas, with causing economic losses and casualties.And the accidents hinder marine economy and urban development of Ningbo city. Therefore, howto analyze the comprehensive risk of shipwrecks in the Ningbo’s ports, and to improve themaritime traffic safety is an important issue.To the assessment of the risk as possible as scientific and rational, and study the riskassessment method and its application.In this paper, to shipwrecks of Ningbo Beilun for the object.First of all, in accordance with the shipwreck of2003-2010statistics, the relevant laws, regulationsand related theoretical study,analyzed the profile of the Ningbo’s shipwreck. And then based withthe profile, divided the water areas of Beilun into five port areas and five fairway areas. Second,drawing on the accident-causing theory, then analyze the risk of the shipwreck from weatherconditions, human factors, ship factors, waterway conditions and ports factors. Third, throughquestionnaires and AHP,combined with relevant research data to determine the weight of theshipwreck risk evaluation indicators and the indicators. On this basis, draw on the engineeringdesign parameters of two fuzzy comprehensive evaluation method proposed comprehensive riskevaluation model of the shipwreck of Ningbo Beilun. Finally, on the basis of the analysis of thesurvey,to order of importance of the right index for judging applications and to establish evaluationmodel. And then calculated the overall risk profile of the shipwreck of the Beilun, and analyze tothe risk of the regions, and the draw the map of the risk of regional shipwreck.This paper discusses the application of the accident-causing theory, AHP, engineering designparameters of two fuzzy comprehensive evaluation method in the analysis of the risk assessment,Ningbo shipwreck main sources of danger and its importance. Fuzzy comprehensive evaluationmethod and evaluate the risk of Beilun’s shipwreck, and draw the map of the risk level, so as tomake some suggestions to reduce and avoid the occurrence of the shipwreck, so as to promote thesustained, rapid and healthy development in Ningbo.
