"Twelfth five-year" development planning goal is, at the end of2015, China’s highwaymileage will increase to108000kilometers, which will cover most areas of our country, bringrapid development for China’s economic and social. However, highway construction willinevitably take a lot of land, and China is a country with much people and less land, so a largearea of the highway construction land, will bring great challenge to our country. Therefore,how to make the highway construction to speed up the economic development, and ensure therational use of the highway land, achieve the unity of the both, this paper did the research.This paper pays attention to grasp the connotation of rational land use in the highwayconstruction, use the design elevation line to design route, then determine the reasonableembankment height; According to the highway reasonable land use factors, established thereasonable land use evaluation index system of highway construction, and using the analytichierarchy process (ahp), fuzzy comprehensive evaluation method to evaluate the landusesituation of highway construction in China. The main research conclusions are as follows:1. Analyze our country highway land use situation in1988-2011, with our countryhighway development, highway construction area is increasing year by year, from1100hectares in1988, which accounts for0.05%road total land area, increased to653700hectaresin2011, accounting for10.68%road total land area,0.0681%in our country’s land area.2. Proposed the rational landuse technical measures of the highway construction fromplanning to construction completion stagesm, studied the route design which using themethod of design elevation line to optimize rout, to form a fill dig balance project, to achievethe purpose of rational utilization of land. Based on the empirical study of a typical highwayin sichuan province, concluded that by using the method of design elevation lines, thehighway segment landuse decrease from1982.68mu to1982.68mu, the net minus168.18mu, reduced8.85mu per km. Besides the first road&bridge construction investment balancemethod is used to determine the boundary between bridge embankment height, according tothe general highway bridge engineering cost is about50000yuan/m, when the bridge belowthe embankment, the cost of a cost should choose in order to bridge the generation.3. Construct three factors like economic development (per capita GDP, per capita disposable income, passenger volume, freight volume), social progress(employment,education investment, unemployment rate, highway length), resources environment (arableland area, water and soil erosion control area) as evaluation index of reasonable land useevaluation system, using hierarchical analysis and fuzzy comprehensive evaluation method toevaluate the situation of highway construction land in China, our country’s highwayconstruction landuse is preferably reasonable. Fuzzy comprehensive evaluation based onanalytic hierarchy process (ahp) in the study of highway construction reasonable land usesituation have good effect. The model is in line with the actual situation, and the solution issimple, it has a good application prospect and popularization value.
