| With the rapid development of society and economy in China, large-scaleindustrialization and urbanization leads a dramatic deterioration to the ecologicalenvironment, while urban construction has increasing conflict with environmentpreservation. In this case, the government published ‘The Main Function Zoning’ inorder to generate an efficient, coordinative and sustainable spatial developmentstructure in China, which emphasized the Tibet Plateau as a major role in the structure.However, as a significant part in the security structure of national ecology, theecological preservation and local urban construction situation in Tibet Plateau cannot fitthe requirement of national "ecological barrier". This article is based on the currentdevelopment of the small towns on the Tibetan Plateau, in order to resolve thecontradictions of urban construction and environmental preservation, and bring theresearch of the planning strategy of the small towns on the Tibetan Plateau step further.‘The Main Function Zoning’ provides a spatial function positioning and developingmethodology to the urban planning, to give the introductive strategy and policies for thedevelopment of Tibet’s towns in the key ecological function regions. The paper firstlyanalyzed the requirement of the key ecological function region to clarify the currentsituation and problems of small towns in the region. Referring to the other relevanttheories and evaluation systems, together with the Tibet Plateau geographical and ethniccharacteristics, the paper tries to build the evaluation index system, aims forconstruction of small Tibetan towns to meet the requirements of key ecological functionregion.With the studies of domestic and international theories on eco-towns and planningpractice, the paper tries to research a planning strategy for small Tibetan towns, which can suit requirement of the key ecological function region. The macro scale strategystarts from building a harmonious relationship between urban and regional environmentby analyzing the role, scale and industry of the towns. The medium scale strategyfocuses on real local identity by creating interaction between urban design and planning.The local characteristic, climate and eco-friend requirements are all under consideration.And the micro scale strategy stands from regional perspective, would provideinstruction for simple technical solution in need to the urban construction.The paper proposes a multiple-scale planning strategy for Tibetan towns that couldsuit the requirement of key ecological function region, to improve the development oflocal Tibetan towns. Eventually the strategy could help to solve the contradictionbetween urban construction and natural environment, and generate a positive referencefor other planning research on a similar geographical circumstance. |
