Study On The Supervision Pattern For Grassroot Supervision Stations Of Construction Project Quality In Shandong Province

At present, the country is on the critical period of fast development of utilization and inthe process of building comparatively well-off society. The construction industry has been thepillar in the national economics. The level of the engineering quality is the one of the mainsymbol of building industry development, which will affect the national economicaldevelopment speed and internal quality. The supervision and management of the governmentis the most straight and important means to ensure the quality of engineering. All thegovernment put the quality control is one of the most important works and established a set ofproject quality supervision and management system to suit for the corresponding country.However, our country is at the status of social transformation, there exists many shortages inthe supervision model and systems, and can not play its function effectively. So theinnovation and perfection of the supervision pattern of the grassroots station is critical atpresent.This paper takes Shandong province as an example. On the base of the research andanalysis on the experiences of quality supervision and management of the foreign advancedcountries and the means and methods used in domestic during the past years, the relatedtheory and the supervision pattern and the character of the advanced countries are summarizedand analyzed. And the existed problems and the reasons of the original grassroots supervisionstation in Shandong province are put forward and analyzed, which lay a foundation for theestablishment of the new supervision pattern. The supervision pattern is rebuilt, whichincludes supervision object, organization orientation and frame, the supervision runmechanism, the supervision guarantee system, the supervision supporting system and etc. Theapplications of the new supervision pattern in some of the grassroots station in Shandong province show that there are important meanings for the continuous progress to theconstruction engineering quality and effective protection of the interest of the nation and thepublic. And it will surely have application and spread value in the whole grassrootssupervision stations of Shandong province.
