Water shortage has been a restraining factor of our society for a long time. It made a badeffect in the economic and social development of our nation. The crisis of water has appearedeven in the procedure of industrialization and urbanization. Whereas the current situationshave occurred, our nation proposed a construction of water saving society which was written inthe Eleventh Five-year Plan, and water-saving society is being constructed scientific andorderly in a nationwide.Yangling Demonstration Zone is the only demonstration area of high tech of agriculture inChina. It locates in arid and semi-arid zone in northwest. The per-capita water resources onlystand at a one tenth of our nation’s average. The outdated tech and living habits sharpen thecontradiction of water. Building a water saving society rapidly and realizing rational use andprotection is necessary.This paper analyzes the following questions through literature analysis, comparative studyand policy analysis:1.Analysis of the theory and basis of water saving society. The twodomestic models are Pingxiang in Jiangxi and Anshan in Liaoning. The foreign models are US,Israel, Japan and Singapore’s experience.4.In the basis of new Law of Water and Twelfth Five-year plan of water savingconstruction. And combining the practical situations in Yangling, this paper gives advices ofwater saving society construction.
