Civil aviation navigation and surveillance systems using ground-based navigationsystems with radar, but radar and other ground-based surveillance equipment hasseriously affected by the terrain and the inherent defects, can not achieve full coverageof the special terrain area route. Defects inherent to overcome the current air trafficcontrol system based ground-based equipment,ICAO introduced new satellite-basednavigation system. In order to improve the flow capacity of the air traffic management,efficient use of airspace to improve the safety and reliability of air traffic controlsecurity system and the operational means and efficiency of civil aviation, the AirTraffic Management sector potential busy route west routes and cross-Eurasian routeADS/GPS application engineering as a key point, the implementation of ADSmonitoring international route altitude flight in China’s western region. In China’swestern route VHF data coverage in most parts of China, the main control departmenthas the basis of the ADS data processing. However, due to the ATC system specializedcompartmentalization is more serious, from the existing status quo, radar data and flightplan data, ADS data remained largely separate systems, run independent of the structureand independent manner, the lack of systematic standards and public platform, theinformation is difficult to interact with,it can not be unity and sharing, and can not givefull play to role. With the further development of the construction of the Air TrafficManagement, radar,flight plan and ADS data can not be integrated will be furtherexposed, to become China’s air traffic control system to improve the level of flightsafety, improve operational and economic benefits of an urgent problem.Flight plan,radar and ADS data fusion needs analysis, analysis from functionalrequirements, performance requirements, the greater difference between thecharacteristics of radar and ADS data sampling period using the asynchronous resetfusion algorithm as the core of the system algorithm, radar ADS data fusion to form acomprehensive track,flight plan and track fusion to form the final system track. Radar,flight plan and ADS data fusion prototype system design process is defined by themonitoring data processing subsystem, flight data processing subsystem, data terminals, basic data management, data processing subsystems. Finally, use the black box mannerto test and field trials.Radar data, flight plan data and ADS data fusion system developed basic researchdata based on airspace capacity and airspace flow partitioning technique, shorten thegap between the new monitoring equipment management concepts and multi-datasource integration with foreign advanced level, for the future gradually formed rely ondomestic strength for precise positioning of multiple information sources providing thetechnological foundation. The system implemented in the control area of radar coverageand no radar coverage, seamless integration to provide to controller unified, completeand coordinated airspace and flight data screen, and promote the revolution of the ATCservices again.
