As a special systematic management approach, Project Management realizes the goal of highly efficient and instructive management of project through distinctive organization. This thesis aims to analyze the application of PM (Project Management) theory in the electric power project management. Specifically, it analyzes how to realize dynamic management of goals and optimization of aggregative indicators through macro-control to ensure the efficient management of new electric power projects. The use of scientific and effective project management methods, such as earned value theory and fuzzy comprehensive evaluation method, and enhance project management in practice the feasibility and effectiveness. Consequently, it also enriches the contents of electric power management and improves safety management to ensure the quality and schedule of power projects. Thereby, the market competitiveness of electric enterprises will be greatly enhanced.This thesis takes the new220kV transformer substations in the northern part of Huozhou City in Shanxi province as an example and fully analyzes the application of PM theory in its construction process. This thesis presents the current situation of power project management, summarizes the main problems and analyzes the necessity and feasibility of PM theory in power projects. It is based on the theory of electric power engineering and PM and applies them by incorporating the special status of power projects and adopting the management experience and fruits of successful examples in China and abroad. After that, it analyzes the process of PM of Huozhou projects in the aspects of schedule management, quality management, safety management and cost management. This paper proposed the use of earned value principles joint project schedule and cost control through fuzzy comprehensive evaluation method determines the project quality level, the use of AHP to determine the project safety management safety measures important practical project management methods. In detail, it analyzes the scheme of PM of the four aspects above according to the characteristics of the projects. It applies reasonable methods, expounds the effectiveness of the methods and solves the problems in the process of management by establishing optimal processes and measures. This thesis provides a model for other substations in China.
