Water resources is a basic natural resource essential for human survival, is one of the constraints of the natural environment and human survival and development of the most important factors. Suihua City, as water scarcity areas, water resources characteristics has become a bottleneck in current and even future influence and restrict the city’s economic and social sustainable development. How to properly evaluate and judge the Water Resources Carrying Capacity of Regional Development of Suihua City, Suihua City’s Water Resources Carrying Capacity, optimize the allocation of water resources, of coordinating regional ecological construction and people’s living standards, industrial and agricultural development and water resources, the area can sustainable development, thus corresponding to formulate a strategy for the development and coordination of water resources, of Suihua City Water Resources and the relationship of the development of the national economy has important practical significance.Suihua City, Heilongjiang Province, an important grain production in the core area of the country’s important strategic base of commodity grain, water conservancy construction is an important guarantee for production of food security. Therefore, the development of water conservancy construction in the country vigorously, according to water-related basic theory through qualitative and quantitative analysis method of Suihua City Water Resources Carrying Capacity research evaluation is to measure the strength of the carrying capacity of water resources in the region an important way, also continue to implement the important basis for the continuous development of water conservancy construction.In this paper, for the study of water resources in Suihua City, by means of the theoretical basis of the carrying capacity of water resources and research initially Suihua City, through the calculation of the District’s water resources, water quality status, water supply, and water consumption, water resources the bearing capacity to analyze the situation. On this basis, designed according to the theory of "water-ecology-Social"composite systems and sustainable development indicator system of water resources carrying capacity, Water Resources Carrying Capacity of Suihua City were evaluated using fuzzy evaluation method, and proposed raising its water recommendations of the carrying capacity of resources. Rational development and utilization of water resources to provide a reference for the local water resources department.
