Research And Evaluate On Scientific&Technological Innovation Capacity Of Innovative Corps

Entering the new time, science and technology is rapidly being developed, Economicgrowth is increasingly relying on scientific and technological progress. At present, thecompetition of comprehensive national strength all over the world has been the scientific andtechnological competition, Scientific and technological innovation has become an importantsource of economic growth. The Xinjiang Production and Construction Corps, whichshoulders the special mission, is a special organization, how to accelerate the development ofscientific and technological innovation enterprise of the Corps, and improve the role insupporting the economic and social development and stability of the Corps, especially for the“San Hua” of the Corps. In2007, the party committee of the Corps proposed the strategic ideaof building an innovative corps, stepping up efforts to innovative corps construction,especially to enhance investment in the corps of science and technology innovation,evaluation of innovative corps of science and technology innovation ability has become veryimportant problems both in theory and practical.This paper evaluated the science and technology innovation ability of the Corps, usingthe qualitative analysis method, quantitative analysis method, literature analysis method andempirical research method.This paper analyzes the concept and content of scientific andtechnological innovation capability, and researches on the theories as well as the presentsituation of scientific and technological innovation development about the Corps. On the basisof following the basic principles of the Index System building, and considering the reality ofthe Corps, we built two Index Systems. We get the raw data of evaluation index system,referring to the Corps statistics about scientific and technological innovation from2008to2011,we use principal component analysis to analyze and evaluate the scientific andtechnological innovation capacity, we use DEA to analyze and evaluate the technologyinnovation investment efficiency about the large and medium-sized industrial enterprises, andthen we analyze the problems which appear in the construction of the science and technology,at last, we give some positive suggestions for the further development of the science andtechnology.
