In the rapid development of space technology driven, global has established themultiple remote sensing satellite system. Along with the satellite system kinds ofincreasing and all its systems, satellite system being perfected between self-sustaining ","the situation of tiao-kuai segmentation also gradually formed, because each spaceinformation system has increased dramatically, and the data between different system ofinformation cannot simultaneously sharing and comprehensive utilization, and satellitefacilities construction repeat, information acquisition covered in time and space there is"gap ".How to effectively evaluate the performance of the satellite system, optimize thesatellite system top design has become a prominent problem. Domestic and foreignscholars on satellite system has studied the efficiency index, and Chinese scholarsresearch are mostly for the improvement research or approach itself is a comparisonbetween many methods based on practical application, few studies of thecomprehensive assessment of multi-index effectiveness.In view of the above questions, the paper in satellite of ships in the research of thetarget detection ability, first introduced the satellite motion rule, satellite orbit elements,the satellite ground track, satellite to satellite visibility range, to detect ship targetsmodeling foundation, ocean surveillance satellite reconnaissance satellite sea targetclassification and characteristics of the satellite ship basic concept. Then introduces thestatistical method, analytical method, scale evaluation method, stage probability method,structure evaluation method, system effectiveness evaluation method, AHP, fuzzyanalysis method, simulation method, index method, Lanchester theory equivalent toassess mainstream method. Finally, based on the remote sensing satellite applicationcharacteristics, considering the sensor performance, ship target characteristics,environmental factors, established a satellite detection target ability, satellite trackingability, regional average perception ability, region detection coverage, average responsetime for reconnaissance, reconnaissance maximum response time, of content the utilityof satellite detection of ship target effectiveness evaluation, then the comprehensive use of motion emulation, probability, continuous markov chain and monte carlo methodfor such methods and the evaluation of the satellite single index build correspondingalgorithm model, and then based on fuzzy AHP method to ship goals satellite eachevaluation index weight, finally verified by an application example of the schemeoptimum choice algorithm of superiority.
