The planning of power system is an important part of power engineering preliminary works. It’s the overall planning of single engineering design and the guideline and principle of concrete project. And it is a strategic task. The correct and reasonable planning of power system can maximally save the national infrastructure investment, promote the healthy development of national economy, and improve the economic and social benefits in other industries.In accordance with the comprehensive construction well-off society goal in the party’s17th national congress, the power grid construction must meet the economic and social development needs. It must adhere to the principle of moderately more advanced power grid construction, the market load guidance, and the investment benefit maximization. And it gives consideration to the current situation of the Inner Mongolia power grid, the demand of power market and the trend of load development. It also takes into account the grid scale, structure, security and efficiency. It is to solve the problem of the current key areas and projects, the improvement of the grid function and the power outward transmission. And it then scientifically formulates investment of projects and preferably strengthens the Bayinnaoer grid.The structure of power grid should be able to adapt to the development and change of electrical system, the modification of power flow of different operation, which should have certain flexibility. Under the principle of meeting and appropriatly exceeding the needs of the development of power market and the principle of Bayinnaoer grid subjecting the total planning of Inner Mongolia grid, it propounds the distribution of220kV substation, and then offers a proposal of the mothed of strengthen and optimization of regional grid. Meanwhile, it give a proposition of the method of operation of regional grid to switching off the220kV-500kV electromagnetic loop network and gradually achieving the structure of simple220kV grid. By analysing the rationality and adaptability the planning power grid, using the line flow and the transient stability of Bonneville Power Administration introduced by the electric institute, it comes to the reasonable power grid structure of Bayinnaoer.
