In the power market environment, people put forward a more request for the power system economy, so the operation environment of the system has become worse, and jeopardize the security of power system inevitably. Hence it is a very important question to consider power system security with its economy synthetically.The paper researches the analytic methods of power system transient Stability, and bring the stability constraints in optimal algorithm using a perspicuous way. The author will put forward a more simple form for the transient stability constraints based on the time domain simulation, and give a new expression for the transient stability constraints grads, transform it to an algebraic iterative calculating. Based on the algorithm above, the paper researches the total transfer capability and transmission congestion management calculating problem in electric market, and proposes the problem with the transient stability, present a method and a model for managing transmission congestion with transient stability and the total transfer capability with transient stability constraints model. A algorithm of sequential quadratic programming method in resolving optimal problem is used in this paper.The numerical simulation on test systems of 3-generator-9-bus and 10-generator-39-bus show that, the effectivity of the new form for constraints and the expression for constraints grads are proved.
