In the early1990s, when the domestic intelligent traffic management system (ITS) just began to develop, foreign countries had started to develop intelligent monitoring system. They not only have the mature technology and but also have the strict and scientific standards of the industry. In recent years, as more and more people have bought cars in our country, and this proportion keeps growing, all kinds of motor vehicle accidents also increase exponentially and hence the government begins to pay attention to the construction of intelligent monitoring system. However, compared with the construction of intelligent monitoring systems in the developed countries, the domestic construction of these systems lags behind. The number of monitoring points is small, the scale is not big, and the standards of intelligent monitoring system are inconsistent. To be honest, the present intelligent monitoring systems play an important role in cracking criminal cases, but it also suffers from the following disadvantages:1. The camera’s surveillant range is narrow;2. Detecting test of vehicle is simple;3. The images and their recordings in server have no connection;4. The ability of data analysis is poor;5. Perfermance of the real time monitoring is not good enough;6. Organizational and coordination ability needs to be improved;7. The standards for intelligent monitoring systems are inconsistent;8. Information utilization rate is not high.Taking into accounts the existing problems in the present surveillance systems and the present available design schemes, this paper puts forward a new design scheme to optimize the property of the present surveillance systems. The purpose of research is to establish a powerful surveillant system that is equiped with the following major functions:having the images and their recordings connected with each other, monitoring and triggering an alarm when needed, tracking and inquiring, information exchange and sharing. In order to develop this system, the author of this paper has done research on the design of FMU in interlligent monitoring system and the results are presented here. On the one hand, through a reasonable optimization of the network structure, this work strengthens the management of the core equipment of the intelligent monitoring system-the front camera, enhances network expansibility, and improves the efficiency when a large amount of video data have to be forwarded and stored. On the other hand, by means of adding the adaptation layers that are compatible with digital cameras from mainstream manufacturers, the work also reduces the cost of the system update.This paper mainly presents the following completed work:1. To identify the significance and the innovation of the project, current state of the art in monitoring systems is studied and the existing problems in this area are analyzed as well.2. Based on the project requirement, the applications of the technologies like socket, database, multithread and design patterns are analyzed, and the design method of FMU in intelligent monitoring system is developed.3. This design scheme enhance access amount of front camera through Load balancing algorithm.4. The coding realization for the FMU’s information data processing in the intelligent monitoring system is completed. The innovation of this design scheme is that Intelligent monitoring system can have a good relationship with Electronic police system, Peace city system and Public security system.
