With the continuous improvement of the degree of urbanization, the world isfacing a serious disaster situation. The city’s vulnerability has been showed out withthe occurring of the disasters. Therefore the urban disaster planning is becoming thefocus of urban construction. But the domestic urban disaster planning is weak in theaspects of comprehensiveness and systematic planning, and even weaker in theaspects of specific spatial organization and planning regulation, combined withquantitative analysis into practice is rear.By the summary and analysis of the domestic and abroad research, this thesisstudies the urban disaster mitigation function network from the view of domesticand overseas research trends and making up for inadequate research. It points outthe main urban disasters in the urban disaster mitigation function network such asearthquake, fire, flood etc. and builds the theoretical model of urban disastermitigation function network combining the point of the features of main urbandisasters and people’s various requirements in disasters with thoughts concernedwith Centre Place Theory.The theoretical model of urban disaster mitigation function network consists ofthree elements: the shelter, refuge evacuation routes and refuge living area. Thethesis studies the scales, functions and distribution of these three elements, usingthe classic three elements to build four hierarchy disaster mitigation functionnetwork corresponding to the elements of urban physical space to form a materialelement system with comprehensive disaster reduction function, specific spacefeature and hierarchy.This thesis makes the construction principles of the three elements in urbandisaster mitigation function network. The shelter is built based on layout principle(the need of people and subsiding disasters), adjust of layout principle (using earthsafely and fair) and revising principle (appropriate size and facilities); refugeevacuation routes is built based on the shortest path principles and the principle ofconnectivity; refuge living area is built based on the integrity of the principles andthe principle of isolation. According to the construction principles of different elements in urbandisaster mitigation function network, this thesis takes Shenzhen Futian’s urbandisaster mitigation function network as a case study, gradually realizes the concreteconstruction principles of the shelter, refuge evacuation routes and refuge livingarea by the functions of ArcGIS Spatial Analysis and Network Analysis to constructShenzhen Futian urban disaster mitigation function network. Comparing andanalyzing Shenzhen Futian urban disaster mitigation function network with theconcerning planning from the shelter, refuge evacuation routes, refuge living areaand urban disaster mitigation four aspects, shortcomings and deficiencies can bedrawn from this thesis, in addition with correction and consummate proposals. Thisthesis proposes the planning strategies from macro-, meso-and micro-level tocombine the city’s comprehensive disaster mitigation with the organic integration ofurban planning.
