With the development of the application of remote video monitoring and the third generation(3G) wireless communication technologies, the covering range of the3G network is wider and wider. Furthermore, the scenes needed to be monitored are more and more, especially in some specific locations with obvious secure problems. The substations that power companies built and maintained are mostly located in the remote villages or the corners of the cities, which are characterized by a scattered distribution and too many sites. The traditional inspect and manage methods can hardly supervise all the substations efficiently, which may not make for the safety management of the company.A substation construction corporation usually sets up division monitoring center to manage several construction sites together, or establishes a operation team among big operational maintenance regions. Generally, division monitoring centers and construction sites are located remotely, there is no access to the Internet, or else the laying of optical cables is not completed, in this case,3G transmission system is in need to transfer information with the command center. In this paper, a video surveillance system applied in the initial construction of a substation, using the WCDMA technology, one of the3G standards. The system consists of three parts:the construction site, the distal segment and the command center. Cameras and solar-powered devices are laid at the construction site so as to watch the staff and construction equipment at construction site by real-time IP video surveillance; monitoring information transferred through the3G network technology and high-frequency microwave technology can achieve high-speed data transmission from the scene to a remote segment then to the command center; by high-speed storage and processing technology in the distal segment, local storage of video data can be achieved; then a software platform can be built in the command center to achieve real-time extraction, online viewing and remote control of the monitoring video.Research and design of the system completed the full set of video surveillance management solutions of operation at remote construction site, maintenance of substations and line installation the construction site of the various regions of the country, transmission method and background software platform provided by3G network technology are able to solve the questions existed during the initial construction of substations effectively, such as the complex construction environment, the shortage of electricity supply, construction personnel practices and regulatory difficulties, to improve supervision and evidence of the entire process of the substation construction, to help improve the substation construction standards, to protect the safe of construction workers, to avoid unnecessary economic losses. The pilot operation of the system also proved the effectiveness of the system to implement and run.
