The development of human society have accelerate from the beginning of Industrial Revolution. When we enter the Information Technology era, the development of human society have more speed and altitude. In this development process,The importance of technological innovation for the development of enterprises increasingly prominent. Technical innovation has become an important means to win market position, gain competitive advantage, achieve economic efficiency.Based on the theory of technological innovation, in this paper the writer sort out the relationship between science and technology investment, environmental regulation and technological innovation performance, build the theoretical framework of this paper. Inner Mongolia autonomous region is an important minority of north of china, has an important strategic position. In recent years, autonomous regions relying on abundant natural resources and drived making great achievements in development by resource economy. However, the number of resource-related companies in large and medium-sized industrial enterprises in the autonomous region is more, the dependence on resources is large, the foundation of technological innovation is weak, the investment of technological innovation is relatively less, the added value and technology content of products is low and pollute the environment. These problems led to the emergence of large and medium-sized industrial enterprises in autonomous have a variety of problems and obstacles in the development process and a lot of the challenges need to face. We need study this subject in order to find solutions.Based on this background, use the state of large and medium-sized industrial enterprises in Inner Mongolia autonomous region, across the qualitative analysis method study its technological innovation from three factors:science and technology investment, environmental regulation and technological innovation performance. Select10indicators for factor analysis. By analyzing, we can know patent indicator and new products indicator have more impact. With theoretical basis and characteristics of their own development, this paper made a further study about science and technology investment, environmental regulation and technological innovation performance. We obtain that, for patent indicator, R&D investment intensity and the intensity of its environmental regulation has a significant positive effect, for new products Enterprises with activities of science and technology agency has a significant positive effect, new product R&D expenditure as a percentage of its sales revenue proportion of new products have a significant negative effect. But other factors had no significant effect and get some opposite conclusion of assumption. For research findings, this paper made an exploratory analysis to explore the possible reasons. At last, this paper make the results of the quantitative analysis combined with the actual situation, put forward some valuable corresponding countermeasures and suggestions about enhancing the level of technological innovation and capabilities and improving the technical innovation performance in the large and medium-sized industrial enterprises in Inner Mongolia.
