On Politicization Of Nonpolitical Factors In The Process Of Environment Treatment In The USA In The Late20^th Century

American industrialization and urbanization has developed rapidly in the19thcentury,but leading to serious environmental problems. The American environmental governance wasremarkable achivement in the20thcentury, especially from the1960s to1990s. However, theprocess of environment treatment was very complicated, the political games surrounding thepublic policies made lauched many games. A study of the environment control in the UnitedStates under the perspective of environmental political history, discovering science andtechnology method, analysis method and statistical tools and so on, which was environmenttreatment need, changed politicization of nonpoitical factors. Science and technology wasseen as a means of objective and neutral, alienating a tool of game of interest subjects.Inventing science and technology intends to bring well-being to human, promotes socialdevelopment, however, science and technology was used by some interest subject generatingthe alienation of science and technology in the controlling American environment. There are many nonpolitical factors may turn into political ones in the process ofenvironmental governance in the U.S... The environmental subjects debated by science andtechnology and cost-benefit analysis. Therefore, in essence the environment treatment reflectthe relationship between man and man. This analysis path is helpful to improve our cognitivedepth of environment treatment and ecological civization.The article is divided into three parts, the main concepts are as follows:The first part discusses the alienation of science and technology, the objectivity andneutrality of science and technology was challenging in the in the process of environmental governance in the U.S., becoming a tool of struggling interests, which provides theoreticalsupport for the later.The second analyses the nonpolitical factors turn into political ones, such as science andtechnology, used the problems of the PCBs, acid rain, climate change and dioxin.Environmental subjects argue the drafting and revision about public policies in the regulatoryprocess, reflecting the interest games. So, we use correctly science and technology, having acorrect attitude towards them in the environment control.The third discusses cost-benefit analysis, which is a economic adjustment mean. And then argues the politicizing of cost-benefit analysis.Many environmental bodies exist in the process of environmental governance, so policymakers must coordinate the different interests’ subjects, according to the time to make a validchoice.Recently, our country confronts serious environmental problems, especially, since2013the national wide range of haze weather, thus drawing lessons from the American control inorder to solve ours. Finally, realizing the harmony between people and nature, people andpeople, striving toward the goal of environmentally friendly society.
