Evaluation Of The Ecosystem Service Function In Jingyuan County

This dissertation focuses on Jingyuan, which has a high forest cover rate, less human disturbance, and the most original bio-system. On the basis of comprehensive understanding of similar reserches, the characteristics of ecosystem service function and large scale of social economic status, the thesis defines the function and effects of local ecosystem by on-site survey, interactive research, semi-structured interview and etc. This thesis has put forwar9kinds of ecosystem under3catologues: Firstly, the direct using value is the material production and ecotourism. Secondly,the indirect using value is flood storage, water conservation, fixed carbon and release oxygen, environment improvement, soil erosion control and water loss, scientific and cultural research. Thirdly, the non-using value is biodiversity. This paper adopts respectively the method of market value evaluation and the tourism value, the method of shadow engineering method combined with market value evaluation, substitute analysis, both the average carbon tax method and afforestation cost method, both the average industrial oxygen method and afforestation cost method, etc, the method of condition value. With the above methods to evaluate and calculate the ecosystem service function in Jingyuan County,the result shows that:1. The total value of ecosystem services for JingYuan County is about6.1billion Yuan in2012,which was more than7times by the GDP of JingYuan County.The per unit area ecosystem service function value is53693Yuan per hectare in JingYuan County and is about9.70-9.91times than in the world and our country.2. The service function value respectively is water conservation>environment improvement> fixed carbon and release oxygen> soil erosion control and water loss> material production> ecotourism> scientific and cultural research> biodiversity. The value of water conservation is1.58billion Yuan per year, accounting for26.02%of the total value. The value of environment improvement is1.5billion Yuan per year, accounting for24.71%of the total value. The value of fixed carbon and release oxygen is1.09billion Yuan per year, ccounting for18.03%of the total value. Overall,the performance of the using value is greater than the non-using value.3. The indirect using value of the ecosystem in Jingyuan is worth757.495million Yuan per year, and the indirect using value is5.303296billion Yuan per year, which is7times more than the direct using value. This indicates that the value of three industries in Jingyuan is less than the value of its eco products. And the reason why the unusing value is low is related to the undeveloped local social economy and the low level of people’s recognitiong for eco resouce and payment capacity.4. The market value method is the most direct and simple method of this evaluation. the science as the contingent valuation method is the most reasongable of this evaluation which applied most widely in the estimation of non use value, the most convenient. Shadow engineering method is more practical than therelocation costs, replacement cost method is to solve the most effective alternative method which cannot take direct value method, the average value of two methods is used as estimatingthe value of carbon fixation and oxygen release which made the result more scientific and convincing.Therefore, this study shows that:the cross use of multi method can avoid the evaluation of subjectivity and arbitrariness, makes the evaluation results higher recognition.The results of ecosystem service function evaluation in Jingyuan County also shows that the county should be protected in Ningxia Hui Autonomous Region,loess plateau and the western part of china of important ecological region. The body of function districts in the level of nation and Ningxia Hui Autonomous Region will be classified as prohibited development zone (national and provincial nature reserve), and limit the purpose of development zone. This purport is very correct.Meanwhile, the government of Jingyuan should also continue to improve the forest protection, green for grain project,ecological migration, regional regulation works and etc., and perfect the laws and regulations system of ecological compensation system, strengthen the ecological restoration and pollution control. The ecosystem service function in Jingyuan is further improved and carried by a series of the policies and measures.
