Natural disaster contingency and severity has aroused the domestic and foreign academic circles and the decision maker’s attention. But our country is a disaster, disaster has become the important part of national conditions.20century9O since the1980s, China’s annual disasters caused direct economic losses as high as hundreds to thousands of billion Yuan, equivalent to the GNP3%-6%. Natural disaster risk assessment is the basis of risk management, disaster area is important research frontier. But long-term since, because our country lacks a unified evaluation standard and evaluation method, different departments to assess the damage varies widely; this will give the before, during and after disasters bring great difficulties to the work of the government.
