The Evaluation Methods Research Of Ecopolicy Synthesize Effects Of Gansu Province

Ecopolicy is public policy, which the government department acts as the dominant, the artificial repair of the human ecological footprint as the goal. Ecopolicy plays a leading role, which cannot damage the ecological environment excessively in pursuit of the economic development. Similarly, it also should not inhibit the economic development in order to protect the environment. Ecopolicy is the balance of economic development and ecological protection. Therefore, the generalized ecopolicy includes not only environmental protection policy, sustainable exploitation and utilization resources policy but also ecological compensation policy. These policies play a role in protecting the environment directly. Moreover, it should also put the other public policy with the function of ecopolicy into the ecological policy.Government departments have been paid more attention to the formulation and implementation for ecopolicy, but they neglect the tracking survey on the late effects and the response for receptor to the effects of policy implementation when the ecopolicy was formulated, executed, supervised, fed back and the other links. Finally, these can result in the guidance role dislocated on ecological policy. In some region, the ecopolicy was in urgent need to revise and adjust. However, it cannot directly evaluate the synthesize effect for ecopolicy due to lacking of effective evaluation system, which resulted in information feedback lagging and deviation of the effects of policy implementation.Gansu province is located in the three major intersection, the Qinghai-Tibet Plateau, the Loess Plateau and the Inner Mongolia Plateau. Gansu province is long and narrow, and the landforms is complex. The ecological status is extremely important. In Gansu province, the Three North Shelterbelt project is an important ecological barrier construction project, which made a great contribution for sand prevention. The Yellow River belongs to the upper reaches through the Gansu province, so the ecological environment directly influences on the quality of life water for people from the middle to the lower reaches of the Yellow River basin in Gansu province. Biodiversity conservation is important in our country due to the complex landform in Gansu and various species. Therefore, it is necessary to research the synthesis effects on ecopolicy of Gansu province.Firstly, we defined the ecopolicy. Secondly, we attempt to construct a model to evaluate the implementation effect for ecopolicy. To build evaluation system about ecopolicy from two aspects, costs and benefits respectively. Moreover, we selected data of Gansu province about the ecopolicy and to measure the ecopolicy transaction cost and ecological benefit. Finally, we would make use of costs and benefits to calculate results, and to analyze the synthesize effect of ecopolicy using DEA for the results of evaluation of ecopolicy synthesize effect, and put forward countermeasures and suggestion.
