Analysis Of Jiulong River Water Pollution Remediation Policy

At the current, the problems such as water pollution, deterioration of water are becoming more and more prominent. All of the rivers are dry and water is polluted. The water resources are facing a severe situation. The disposal of water pollution couldn’t catch up with the pace of water pollution. The Eighteenth National Congress of the CPC proposed construction of ecological civilization, and water resources is in a prominent position, which requested our future generations can enjoy the blue sky, the green land and the clean water. The Sate Council required to implement the most stringent water management system, and established " three red lines " of utilization of water resources. Fujian is horned as the first ecological civilization demonstration area, which is required a higher water ecological. This thesis takes the policy of Jiulong River water pollution remediation as an example, staring with the perspective of public administration; analysis of policy formulation and the practice; summarizes the advantages and disadvantages of water pollution control and water environmental protection policy, and to seek more effective measures to control water pollution.This paper focuses on the research of Jiulong River water pollution governance policies. The first is focus on water basin, by analyzing jiulong River basin, then pay close attention to the unified action of whole watershed. The second, with an overview of the implementation of policy, the writer will collect the measures on comprehensive reclamation of river basin since1980s. The third is to focus on policy framework, pay attention to the whole policy system design, including the target management system, regulation and the use of methods involved in the management idea and policy adjustment. The fourth is to look at the overall consideration, at the same time to collect the water pollution control policies and water environmental protection policies.The thesis is divided into five parts:The first part is to analyze the background of water pollution control. Introduce the situation and achievements of studies both at home and abroad. And also clarifies the research content and research methods. The second part is to introduce the externality theories of water pollution control and the research methods on water environmental policies. The third part pays attention to water pollution and management practice, the analysis of water pollution situation, causes and treatment process, summed up the practical activities of water environment governance in Jiulong River since1999. Including the practical application of policies and measures in the goal setting, policy system, management system, management object and management measures; The fourth part is to overview at the rehabilitation effect and evaluation, which is based on the specific water quality data and index over the years. Analyzing specific policy measures and existing problems, this is on the basic of the policy objectives, policy system, management means and management system. Starting from three aspects namely efficiency, equity and sustainable policies to analyses what kinds of principle should be taken into consideration. The fifth part is about suggestions and measures. Taking the individual, enterprise and government as the main body, considering the different functions when the implementation of the main bodies are different, play a different role from the implementation main body different aspects, to provide constructive suggestions for the continuous improvement of water pollution control, water resources management.
