Pollution charge system is an important environmental management system in China. As one of the earliest system to implement in our environmental management system, pollution charge system has become a part of environmental protection with Chinese characteristics through gradual development for more than thirty years. It plays a significant role in improving environmental awareness, raising funds for pollution control, promoting energy saving and emission reduction, strengthening the ability of supervision and management of the environment.Normative pollution charge refers to the implementation of pollution charge strictly in accordance with the rules and related regulations. It’s the concrete embodiment of the charge and administration according to law in the work and the code of conduct which pollution charge staff must abide by. Normative pollution charge has the following characteristics:one is the statutory. It’s mandatory because the fundamental bases of pollution charge are laws, rules and regulatory documents. The second is a procedural. The environmental protection department has a complete set of strict, clear and standard procedures of levy on pollution charge, to ensure the orderly levy behavior. The third is impartiality. Method of verification of pollutants and charge standard are consistent in specification of the same industry and process, which manifest the principle of fairness and justice.This paper studies the pollution charge normative in combination with the actuality of pollution charge of Jinan in Shandong province, finding the problems related to sewage charge and putting forward the solutions. First of all, legislation has gap. Part of pollution source is not taxed and in violation of the rule of "who pollutes, who governs ". For this problem, we proposed the mode of "fee and tax" which levies environment tax for the gap, in order to fill the gap and provide the pilot experience of converting sewage charge to environment tax. The second, charging procedure for small firms is too complicated. Correspondingly simplified charging procedure can reduce the work burden on polluters and law enforcement officials. What’s more, preferring to use automatic monitoring data has the effect of dynamic verification pollutant emissions, which also improves work efficiency. The third, sewage charge is often in arrears. As the corresponding ways to settle the problem, multi-section cooperation and specification pollution charge can be used as effective means to levy the full amount of sewage charge timely and legally, reassuring the leaders, employees and polluters.
