In recent years. escalating global weather changes, natural disasters and the extent of damage caused by extreme weather frequency of occurrence are increasing. Global risk management of natural disasters become widespread problem. due to its sudden. widespread and cause loss severity. Some developed countries gradually improved framework "public aid","co-promoter" and "self-help" trinity response system to respond to natural disasters. The rapid development of the financial industry and innovative financial products made risk management in the financial sector caused by the breadth and depth increasing.As China’s hard-hit provinces. Yunnan faces frequent natural disasters, economic backwardness, a large number of poor people, a large mountainous area, and other difficulties. Yunnan Province to respond to natural disaster prevention and reduction relies mainly on finances. This is because of lack of knowledge about the prevention and reduction of natural disasters in Yunnan, and the low participation of civil society organizations, the underdeveloped financial sector that lacks natural disaster risk diversification mechanism. This situation which is heavy reliance on financial resources to prevent and reduce natural disasters, gives the government a huge financial pressure. On the other hand. rely on financial resources often leads to lack of funding arrangements to become holistic, long-term and systematic. If give full play to the financial market risk diversification function could largely reduce financial dependence, reduce the government burden, improve capital efficiency and the efficiency of disaster relief. Abundant natural disaster risk diversification mechanism to provide a more extensive reconstruction funding sources and funding.This paper describes the characteristics of the distribution of natural disasters worldwide and the experience of part of countries to respond to natural disasters. Meanwhile, the paper analyzes the recent natural disasters in China. especially in Yunnan disaster features. This paper conducted a statistical analysis on the occurrence of natural disasters in Yunnan time distribution, regional distribution. In addition, this paper test mathematical models were fitted distribution for losses from natural disasters in Yunnan Province. Especially for earthquakes, geological disasters, floods, freezing and snow loss distribution focus were studied. Finally, from the financial point of view the paper put forward suggestions on how to deal with the natural disasters in Yunnan Province.
