The Research Of Agricultural Environment Policy Evolution In Our Country

The rapid growth of economy in our country has brought a large number of environment problems, agricultural environment situation is very grim,both point source pollution and non-point source pollution are very serious,it shows a trend of increase year by year and causes the rural environmental deterioration in the water and soil.with the development of economy, the deterioration of agricultural environment will be long-term and large-scale major factors that restrict the sustainable agricultural development and food safety.As the agricultural environment with externalities, agri-environmental policy is the most common and effective means to solve the environmental problems of agricultural. Therefore, our country is given full attention to the problem of agricultural environment in recent30years, the agricultural environment pollution control has been rise as a basic national policy, countries and governments at all levels introduced a large number of laws and regulations to solve this problem. However,The effective of agri-environmental policy is insufficient,agricultural pollution is very serious. on the other hand, the current literature research in China still lack of environmental policies on agriculture overall combing and analysis.so study the evolution of agricultural environmental policy process,to analyze the problems defects,which for the next policy advice has important significance.In this paper, on the basis of combining with the agricultural environmental policy evolution of developed countries,we divided the agricultural environment policy of our country into five parts,including pesticides, chemical fertilizers, livestock waste pollution, crops straw and rural new energy.Respectively classified summarized from four aspects,the laws, regulations, policies and measures.Then we summarizes the evolution characteristic of the agricultural environment policy in our country according to the calendar year’s environmental policy, respectively, the change of guiding ideology, design idea, policy feasibility and policy tools.Then summed up the vulnerability of agricultural environmental policy in China, such as the vulnerability of legislation, law enforcement, supervision mechanism is not sound, lack of economic incentives and public participation is insufficient, finally we put forward relevant countermeasures and Suggestions based on these vulnerabilities.
