Over the past twenty years, China becomes one of the countries with the mostrapid urbanization and the maximum carbon emissions alonging with the Ultra highspeed economic development. It makes most of the metropolis and megalopolissufferring into disorderly sprawl like making a huge pancake. The typical tidalphenomenon emerged because the huge city results in the long distance and long timeto move between downtown and suburb for commuting. Therefore, it aggravates theurban problems such as traffic jam, environment pollution, energy shortage, and etc.Transportation planning has an obvious function of guiding the regionaldevelopment.In recent years, the TOD strategy, which is short for Transit OrientedDevelopment, is widely acclaimed as the development strategy to modeling thecompact and low-carbon cities. The TOD mode mainly uses the policies of landuseand transportation planning to coordinate the contradiction between traffic jams andinsufficient land use. It proposes bus trip, advocates mixed land use and intensive landdevelopment. This approach is not only solves the problems of mass traffic, but alsoreduce the traffic demand shuttle back and forth between the areas; It is not only remitthe contradiction between the urban transport and land development,but also reducethe traffic energy consumption demand directly or indirectly. The successful stories inmultinational cities have proved that the TOD strategy has positive significance forsolving the urban traffic problem and promoting the urban development.Based on full demonstration that Guangzhou has the feasibility to implement theTOD strategy, the paper takes Nansha District as an example to make a TODcommunity planning. By literature reviewing, field investigating and remote sensinganalysing,the paper firstly analyses the characteristics of road network、characteristics of resident trip and the present land use; Points out the urgent demandto the TOD corridor; And combines with the coordination problems between thetransport and landuse in Nansha district. Finally, presents the TOD strategy which areaxis addition, center agglomeration, TOD community construction, connect the east and the west, and policies guidance。In order to verify that TOD mode accorded with the requirement of low carboncity development, the paper analyses the transportation energy consumption andcarbon emissions in different situation and predict the carbon contribution ratio inTOD situations by scenario analysis. Finally,got the conclusion with the calculationmethod of from bottom to top which was from IPCC(Intergovernmental Panel onClimate Change): Comparing with TOD mode and basic mode, low-carboncontribution ratio will have been up to19.6%by2015,37.6%by2020and62.9%by2030. Therefore, the adoption of TOD strategy is an important way for the newly-builtNansha District to achieve the goals of building a beautiful and ecology-friendlydistrict of low carbon and high efficiency and achieving sustainable development andurban reform and innovation.
