Abstract/Summary:
Along with the rapid growth of the global economy, energy consumption and theenvironmental pollution have been a serious threat to the ecological balance and humanenvironment. China promised that the carbon dioxide emission would be reduced by40%~45%per unit of GDP by2020in2005at the climatic conference in Copenhagen. Thistarget of emission reduction is hard to accomplish. Transport is one of important sources ofenergy consumption and carbon emission in China. The State Council puts the transportationon the first place in energy saving and emission reduction. But our researches on low-carbontransportation are still in the exploratory stage, no systematic studies have been conducted.Therefore, it is necessary to strengthen the construction of urban low-carbon transportationsystem and achieve the target of emission reductionFirstly, the essay analyzes the characteristics and connotation of low-carbontransportation and studies the elements comprising the low-carbon transportation. Throughanalyzing the difference and relationship between low-carbon transportation and greentransport, it’s determined the representation and the importance of the low carbontransportation. Focus from the climate situation, domestic energy security, motorization andurbanization, the situation at home and abroad, this essay has fully demonstration of thenecessity of low-carbon transportation.Secondly, based on the theory of urban transportation systems, and after analyzing themain factors of influencing carbon emission in urban traffic, input and output model of thelow-carbon transportation system is constructed. The model will improve energy efficiency,reduce travel time and total number of vehicle travel, and achieve goals of energy saving andemission reduction, through Structural Low Carbon,Technical Low Carbon, Managerial LowCarbon and Zero-carbon Transportation. Since the low-carbon transportation system isenergy-saving, cheap, and convenient, we are guided under the principles of evaluation andconstruct the index system of urban low-carbon transportation from five aspects: low-carbon,energy performance, convenience, traffic infrastructure, and socio-economic-environmentalapplicability. The essay makes further explanation of the selected indicators, and adopts theentropy weight method-grey correlation method to construct the comprehensive model of thedeveloping level of the low-carbonization in urban transportation.Finally, using the evaluation index model of urban low-carbon transportation, we willevaluate the carbonation in City A. Evaluation results show that the overall level of carbonation in City A traffic increases steadily. The evaluation results find out the problems inthe low-carbonization development. According to experience at home and abroad,improvements and recommendations are suggested on low-carbon transportation system inCity A, in order to accelerate the construction of low-carbon transportation systemdevelopment in City A.
