The ultimate goal of solid waste treatment is to beautify the urban environment,and the quality and cost are two fundamental aspects for waste treatment projects. It isthus important to control project cost in the project implementation procedure and costcontrol must runs through the whole process of the project implementation. In order tobe cost effective, we must attach great importance to cost control and raise the costmanagement level.On the basis of the characteristics of solid waste treatment projects, the projectdevelopment can be divided into investment decision-making phase, design phase,bidding phase, construction phase and operating phase. This study will focus on the costcontrol of solid waste treatment project, critical analysis on the state-of-art of projectcost control, and the appropriate methods for cost control for solid waste treatmentprojects.This thesis first discusses the phase division for full life cycle of solid wastetreatment project and the cost constitution for each phase, and summarizes theprocedure and content for project implementation. Then the focus is put on the costcomposition and its main influence factors for decision-making phase, the projectfeasibility is analyzed in this phase, and the influence of different operating modes onthe treatment project cost is also investigated. Then, the project cost is analyzed fordesign phase and the relevant influence factors, including architectural and structuraldesign aspects, the cost control target is assigned for design phase, different structuraldesign options are compared for cost analysis, and the measures for cost control indesign phase are proposed. Afterwards, the cost composition and influence factors areanalyzed for project bidding phase and construction phase, and the measures of costcontrol are formulated for these two phases. The cost control factors and measures arealso analyzed for the operating phase.Finally, the thesis applies the cost analysis and cost control measures for life cyclemanagement of a real municipal waste treatment project. For the project, the studyperforms the synthetic analysis in decision-making phase, comparison of structuraldesign options in design phase, cost control in construction phase, realizing a full life cycle management of project. The analysis demonstrates to the project managers theimportance of cost control through full project phases. The project management shouldimplement the cost effective control procedure, considering the characteristics ofmunicipal waste treatment projects, and promote the global financial interests of theenterprise of waste treatment.
