Construct Forest Carbon Law System Of Ideas

Climate change is a global facing the most one of the main ecological problem thatis related to the environment for human survival and sustainable social and economicdevelopment of the major problem. Forest has carbon function, is a land ecologicalsystem of the biggest carbon stores, adapt to slow climate change and plays an importantrole."Forest carbon" as a human new interpretation of things, as people to close attentionto the problem of climate change and vigorous development. In this paper, theinternational law of forest carbon law system of clear, comb, and on China’s domestic lawand policy documents forest carbon law status analysis and evaluation, in internationallaw to the macro frame, in domestic law and policy documents the direction and thepolicy basis to establish, in integrating the existing legislation, and on the basis ofreference through international experiences, and combined with the actual conditions inChina, puts forward the forest carbon legal system construction of the basic idea: theenvironmental protection law field common "umbrella legislation" structure, to establisha "China’s climate change law of the levels of both for forest carbon and legal system,embody the forest carbon in dealing with global climate change to the important positionand important function, with legal system to protect the forest carbon function to thelargest extent of the play, as well as the establishment forest carbon trading basic rules,etc.
