Due to the development of cities, increasing population, the desperate for pursuingthe GDP and exploitation of watershed resources, environmental capacity has beenextremely exceeded, which result in a series of problems such as shortage of waterresource, lack of eco-use of water, critical water pollution and weakness of ecosystem,etc. and greatly restrict the sustainable development of local economy and establishmentof ecological civilization. Although the government in Shaanxi Province has taken aseries of measures in the area of polity, economy and legislation, it is only able to reachthe acceptance standard which is pointed by provincial party committee, while it cannotbe satisfied by national acceptance standard. Recently, targeting investigation mostlyfocus on legislative system but research about legal institution is insufficient. For thisreason, it is necessary to do the aquatic ecology comprehensive harnessing in Weihewatershed, Shaanxi area by multi-disciplinary perspective.Based on system theory, compatibility theory and Principles of Optimization, thispaper is using the field-observation method, interview-survey method andliterature-observation method to amplify this investigation which takes the aquaticecology comprehensive harnessing in Weihe watershed, Shaanxi area as the theme.Define the connotation of aquatic ecology comprehensive harnessing inmulti-disciplinary perspective; describe the aquatic ecology situation with details, forexample, point out the social issues such as shortage of water in this watershed,extremely pollution, potential security problem, unsuitable management etc., definitethat the practice of aquatic ecology comprehensive harnessing is the requirement ofecological civilization. Then summary the local and national laws and regulations about aquatic ecology comprehensive harnessing, find out the developing difficulties, and thebottleneck through the local legal enforcement. To be analyzed the controversial issuesand investigate foreign countries’ situation of aquatic ecology comprehensiveharnessing in the law and regulation aspects, then give the reference experience. Finally,according to the achievement above, give suggestions about policy of aquatic ecologycomprehensive harnessing, that is: in the enactive respect, under the current foundationand combine practice of watershed, it should be improved that water resource allocation,aquatic ecology maintenance, watershed institution of Ecological compensation etc.; inthe legal enforcement respect, it should be coordinated with both harnessing andeconomic development, strengthened the regional cooperation, as well as changed theharnessing into comprehensive harnessing.
