In recent years, boom of low carbon highway’s construction is raised in manyareas, the construction dynamics is enlarged and the design criterion is improved. Theproblem of highway pollution was solved in a certain extent. However, because of theunscientific decision method, a lot of problem still existed. As the highwayconstruction cost is increasing day by day, it not only can’t solve the key problemsabout the low carbon construction, but also cause the high cost and low function.Evaluating the highway objectively and effectively has the vital significance to thecoordinate development.As for the construction of low carbon highway, the function and operation costmust be considered. On the basis of the existing research, the impact factors of carbonemissions are analysed using the whole life cycle theory,concluding the period ofpre-construction, construction, operation, maintenance and dismantling. Then theindex system of carbon emission affectors in the whole life cycle is built, theindicators are quantified using the fuzzy comprehensive method based on the analytichierarchy, and the evaluation quantitative model of low-carbon degree is established.In order to make the calculation process much easier, the software for calculation isprepared based on VB program.The economic indicators are calculated to evaluate the construction cost ofhighway comprehensively. The index of NPV, IRR and Pt is calculated respectively.The traffic of instance in the next two decades is predicted through the cubic splinesinterpolation method. Combined with Monte Carlo Simulation Analysis method, theMatlab is used to map out the simulation charts of various indicators, and the anologvalue of the economic indicators is obtained at last.The dicision-making model of highway’s harmonious development is made upby low-carbon degree and construction cost. In order to improve the system, valueengineering is introduced, the low-carbon degree is the fuctional items and theconstruction cost is economic items. To verify the practicality of the harmoniousdevelopment model, the instance which is about the BinHai Highway in Cangzhou isintroduced.The concept and calculated method of the highway’s low-carbon degree isintroduced. The economic evaluation index is calculated using the Monte Carlo. Harmonious by the Value engineering, the low-carbon degree and the constructioncost is analysed, and the dicision-making model is established. It is not only designedfor the highway development of coordination, but also provided the basis for thedecision-making department to choose the program.
