With the development of social economy, the enterprise are trending to the direction of rapid development which is supported by all types of engineering and technical transformation projects. Project activities which enable enterprise full of vigor and vitality is the means of driving force of sustainable development, that followed by project management activities more and more in-depth。 The success of a project is closely related to the safety of the engineering campaign which is based on the management’s performances. How to reduce the security risk and enhance the safety performance through project management activities is a task faced by many project supervisors.XH Aspirin technical transformation project which mainly contains production plants, production facilities and suitable storage tanks, warehouse, utilities and auxiliary facilities altogether, is a new project of relocation and expansion. The technnological process of Aspirin production use the method of acetic anhydride-acetic acid which includes chiefly acylation reaction, centrifugation, drying, screening, packaging and recovery. Production facilities includes pressure vessels, pressure piping, electric hoists elevator, and other special equipments. A variety of flammable and explosive chemicals, dangerous chemicals, precursor chemicals are involved in production of the product. Compared to the current production plant, the output, the layout of the production equipments, specifications and models as well as part of process operations of the new plant have been significantly changed.All types of safety management problems emerged during the project operation are rooted in the safety management system which is not incomplete and invalid.The construction of safety management system for project which regard safety goal as the centre and regard the production process as the path, is achieved through a series of work in the whole process. Safety conditions argumentation and safety appraisal shall be performed at the planning stage. According to the features of hazard and risk of the project, corresponding safety control measures are developed. Hazard analysis shall be made at the designing stage. Dynamic control is performed at project implementation stage, through the security check and change control means, to achieve correct and effective implementation of the safety construction and the design drawings. In its phase-out period, the security of production facilities and the effectiveness of safe management system are validated through four phases of test preparation, pre-test, performance test and suspended.Safety management system construction of project is not a goal, security objectives achieved is the project manager’s needs. Those must have sufficient safeguards which contain the security technical support, equipment support, system support, training and control support.Based on the study on safety management activities of Aspirin technical transformation project, we conclude that security objectives of project will be able to achieved as long as safety management system is established based on hazard analysis and safety risk assessment and supported by equipment, system, training and dynamic control.
