In the Northeast Asia area, almost all countries are linked with the ocean. And the oceanis very significant for the mankind. With the development of the economy, the marineenvironment is getting worse and worse because of the land-based pollution. To solvethe problem, the Northeast Asia countries have tried their best to formulate national lawto protect the marine environment from land-based pollution. However, national lawcan’t work well and the only effect way is regional cooperation.At present, It is lack of institutional cooperation on marine environment, especially onthe land-based sources of marine pollution in the Northeast Asia area. Therefore, thepaper aims to find the best way to prevent the marine environment in this area. Learningfrom other successful regional patterns on land-based pollution control, my point ofview is that it is essential to draw up a protection convention on the Northeast Asiamarine environment, so that it can provide a legal foundation for the regionalcooperation. At the same time, the Northeast Asia countries must strengthen the regionalcooperation on land-based pollution control.This paper contains the following sections: the first part introduces the land-basedsources of marine pollution, the geographical scope of Northeast Asia region and themarine pollution situation of the Northeast Asia; the second part talks about the analysisof the problems of the multilateral agreements and bilateral agreements among theNortheast Asia countries; finally, the paper stresses the importance of formulating aprotection convention on the Northeast Asia marine environment and a protocol of theland-based pollution control in the Northeast Asia sea, and the urgency of consolidatingregional cooperation. At the same time, this paper also envisages the specificregulations and measures of the Convention and the Protocol.
