But production is still grim security challenges,security management level to be further enhanced. The frequent production accidentssignificant loss not only to the economic development also has a serious impact on thebuilding of a harmonious society. Enterprise main production safety, but the safety inproduction is a social problem, the government can not shirk its responsibility on theenterprise production safety supervision and management. Therefore, to exploregovernment coordination and oversight of enterprise security management system, andthe model has important significance.This paper first reviews the safety management course, comprehensive review ofcurrent research, briefly the theory of progress of the current security management.China’s history and current situation of the safety management, and enterprise securitymanagement issues. This paper describes the economic and social benefits ofenterprise security management, through the analysis of the externalities of enterprisesecurity management and its impact on social welfare, and the need for governmentintervention in enterprise security management. Bao’an District, enterprise securitymanagement status, through in-depth research, and summarized, we think mainlybecause of repeated security incidents and ignore the long-term interests of enterprisesin order to pursue current interests to prevent the cost of inadequate investment;inefficient government oversight The security issues involved in multiple aspects ofvarious functional departments lack of coordination; regulatory agencies do notunderstand the corporate situation, unable to implement safety laws and regulations forthe implementation of regulatory measures in place. Therefore, the key to improve theefficiency of government regulation to solve the problem of asymmetric information,build an efficient transmission of information and feedback system, and to facilitate thesafety regulatory authority to control the enterprise safety production managementprogress, purpose and effectiveness of regulatory measures.Asymmetric information-based perspective, this paper presents a grid securitymanagement mode. The main content of the grid safety management by settingdifferent grid levels, clear the specific responsibilities of each level, timely andeffective enterprise safety production management. The organization of the various departments work together to jointly troubleshoot enterprise security risks, to assessthe level of safety and production. As stakeholders in order to ensure the authenticityof the employees of the enterprises have passed the information and feedback,employees can be satisfied the mesh of the safety management system, as the overseerof the quality of the information. The grid management mode in the practice of Shiyanstreet, the gridded security management model is feasible and efficient regulatorymodel has important practical value for improving the economic and social benefits,and reduce production accidents. For further improvement and extension of gridmanagement mode, this paper also proposed some countermeasures and suggestions.
