Along with the increasing number of the papermaking enterprise in China, environmentalproblem has become more and more serious. So how to control the over-emission of pollutionhas been what needs to be solved badly for some government organizations and papermakingenterprises if we want to achieve economic growth steadily. Firstly, this paper adopts quadraticdirectional distance function to estimate the shadow price of pollution around35papermakingenterprises in Dongguan over2004to2008, which aims to provide reference for implementingenvironmental tax and building pollutions market; Secondly, Morishima output elasticity ofsubstitutions is also used to estimate the two pollution’s and the “good” output towards the “bad”output’s output elasticity of substitutions of different scale enterprises so as to analyze theirdifferent reactions to pollutions control which gives references for evaluating the effect ofemission reductions; Thirdly, this paper uses the Luenberger production indications to measureand calculate the growth rate, efficiency change and technology progress when the35enterprisestake environmental factor into account or not, so that we can analyze their inner reasons andstudy the development tendency and strategies of the enterprises.The conclusions are as follows: the average shadow prices of COD and dust are RMB57thousand per ton and28.8thousand per ton respectively over the year of2004to2008, whoseaverage shadow prices are positive correlation to their emission degree, that is, the larger thescale of enterprise is, the higher the shadow price is; Medium and small sized enterprises tend tochoose discharge no or low control pollutions instead of increasing the input to dealing withpollutions, which shows the substitute relationship between COD and dust; The year averagetotal factor productivities show negative when considering the environmental factor but it ispositive when taking environmental factor no account. This is mainly because the technologymoves backwards when considering the environmental factor, of which, the degree of small-sized enterprises is the biggest.
