Research On Franchising Model In Thermal Power Plant Environmental Protection Construction

In recent years, a series of administrative regulations have been promulgated by the Ministry of Environmental Protection of the People’s Republic of China. They try to use the policy and economic to speed up the implementation of environmental protection measures in thermal power enterprises, and to advance the policy target of change the power industry into environmental protection. In this paper, the authors choose the gas treatment project in electric power environmental protection of thermal power plant flue as the research object, and to realize the franchise mode in thermal power plant the application of the construction of environmental protection.This article through to analysis the electric power environmental protection construction and the development of franchise business model in the application of the construction of flue gas desulfurization system, try to analysis the franchising in relief power industry-environmental protection infrastructure construction financing gap, reduce finance burden, promote environmental protection infrastructure investment and operating efficiency, improve environmental protection facilities effective supply of services, promote environmental protection in the field of technology development and other aspects of the important role.At the same time, the Author try to demonstrated in China’s existing laws and regulations, policy mechanism under the conditions of franchise mode in electric power industry development feasibility and potential risk. And the power industry desulfurization, denotation and other environmental protection facilities construction representative projects carried out empirical research in recent years, angling of the pattern of potential problems, the author tries to extract the universal, comprehensive system of influence factors for the government and relevant departments to attract private capital to provide some policy recommendations, but also for environmental protection to the operation of the company to provide some specific ways, strategies and the warning.
