Global climate change is one of the main threats to the survival and development ofthe human society today, and is also one of the hot topics being widely focused in currentinternational society. As a political,economic superpower and the world’s largggestemission act of greenhouse gas, America’s climate change policy which is alwayschangeing, plays a vital role, but, because of the special political system in U.S., the localgovernment have took a big step in climate governance. This article analyze California’sclimate action since the1990s: Firstiy, this paper discusses the current global climatechange and the federal government’s climate action, then it expounds California’s climatechange problem in detail, California’s ability construction of climate action and the mainpractice of climate action, finally the paper analyzes results of California’s climate actionand some challengess that California faces. Although the current international climatecooperation prospects are grim, considering the Obama administration’s positive attitudeon the issue of climate change and the local government continuously introduce theirclimate governance scheme, California and American federal government’s climate actionwill be more positive in the future.
