Geographic information systems have been widely used in many fields related to geography, and three-dimensional virtual simulation technology has gradually become the mainstream. Inspired by some application from surveying and mapping this paper aims to study three-dimensional GIS theory and its secondary development technology based on Skyline, and we also developed a system to achieve these duties.According to the idea of software engineering, we carried on software requirement analysis, the overall design and realization, and we establish a3D visualization system based on terrain and landform data from a region in Zhejiang province. The system adopts B/S mode, and we logically divided it into data layer, service layer and application layer. The data layer represents data acquisition, processing, and optimization of the final3D construction, which covers the entire process of data form. With the support of the data layer, the service layer sends the terrain data to the application layer by TerraGate. The application layer is based on function library of Skyline TerraExplorer Pro. Using mapping and JavaScript as the main developing language, we developed a web platform based3D GIS Web application, which includes:the scene operation, measurement, analysis, object creation, etc.. To a certain extent, it not only complements the two-dimensional GIS function, but also summarizes surveying and mapping service codes when completing the application of the development. The code can be reused for future development as well.This paper generally covers most construction process for3D GIS service system based on Skyline. However, to cope with variable requirement and upgraded technology, our study is far from enough, and there are still many problems needed for further study. We need to closely combine the GIS service access, display, and business together to solve these problems.
