Study On Method And Technique Of Benefit Evaluation For Marine Meteorological Guarantee

The rapid development of shipping has played an important role in the guarantee of China’s economy. In recent years, because of the frequency of extreme weather disasters, people has paid much attention to marine meteorological guarantee.The research on benefit evaluation for the meteorological service has become more and more in some countries, but the studies on maritime are few. In China, the benefit evaluation for marine meteorological guarantee service is still in its infancy. It is rare for objective quantitative assessment of the marine meteorological services.This thesis is for a more rational, efficient, standardized benefit evaluation for marine meteorological guarantee in the future. Based on the analysis of meteorological services and method and technique of benefit evaluation, this thesis summarizes a mode that can be used to assess the effectiveness of marine meteorological guarantee. And through the analysis on the main meteorological factors and characteristics of marine meteorological guarantee, we think that the ratio of inputs and efficiency method and the benefit evaluation for marine meteorological guarantee have a good meeting point. Then, taking the Dynamic Risk Evaluation and Early Warning System for Vessels under rough sea condition as an example and assessing its ratio of inputs and efficiency were attempting to assess the marine meteorological guarantee benefit. Finally, the thesis points out that standardization and normalization are the future trends of the benefit evaluation for marine meteorological guarantee.Using the method proposed in this thesis can calculate the benefit value of the marine meteorological services effectively. The research worked out will provide a reference for assessing the benefits of marine meteorological guarantee better and improving the levels and efficiency of marine meteorological guarantee in the future in order to ensure the security of life and property in the economic activities at sea.
