Since the reform and opening up, China’s coastal areas of the Marine industry havedevelop rapidly. Before the Third Plenary Session of the Eleventh Central Committee, therewere only Marine fishery, sea salt industry and transportation industry three traditionalindustries. In the1990s oil-gas industry, Marine tourism and ocean mining have adevelopment, and then the ocean chemical, Marine biological medicine, Marine energy andcomprehensive utilization of seawater have grown up. Marine industry has more and morecontribution to the national economy, but the development of the Marine industries spacelayout is unreasonable in the coastal regions, the allocation of resources ability is poor. Itleads to the provinces and cities sea industry competitiveness matching degree difference Sothat, to a certain extent, it caused the economic development gap.In this paper, author takes analysis and evaluation on the competitiveness of marineindustries through new thinking of combining the competitive advantages and comparativeadvantage, and uses the relevant data of11coastal provinces from2006to2010, thecompetitiveness of marine industries is evaluated comprehensively with the AHP and themodel NRCA. Calculation results show that competitive advantages in the cities of coastalprovinces can be classified into three categories (strong, middle and weak), and comparativeadvantage can be classified into three categories (location, environment andlocation—resource). Classify competitive advantages and comparative advantage with FuzzyISODATA clustering model. Results show that: Shandong and Guangdong belong to thestrong competitive advantage-location, resource comparative advantage area; Shanghaibelongs to the strong competitive advantage-location comparative advantage area; Tianjinand Zhejiang belong to the competitive advantage-location comparative advantage area;Liaoning and Jiangsu belong to the competitive advantage-location, resource comparativeadvantage area; Fujian belongs to competitive advantage-environment comparativeadvantage area; Guangxi and Hainan belong to the weak competitive advantage-environmentcomparative advantage area; Hebei belongs to the weak competitive advantage-locationcomparative advantage area. Finally, author analyzes the competitiveness and growthstrategies of marine industries of the provinces. The research results have certain applicationvalue and theoretical significance to improve the competitiveness of China’s ocean industryand to enrich marine industry competitiveness evaluation theory. It also has certain directivesignificance to promote the coastal areas of Marine resources optimization and adjustment of industry layout.The main research results and conclusions of this article are as follows:1) Based on the understanding of the connotation of the competitiveness of the industry,marine industry competitiveness is made by the competition advantage and comparativeadvantage. The competition advantage is relevant to resource utilization. And thecomparative advantage is relevant to resource endowment.2)Make advantage type classification by using the clustering model. The classification resultscan reflect the actual situation in the study area, and they are consistent with the relevantnational Marine development strategy. It proves that the AHP-NRCA method is feasibleand reliable. In a certain, the research results enrich marine industry competitivenessevaluation theory.3) The area should be based on the actual situation, give full play to its comparativeadvantage and competitive advantage. Scientific configuration Marine resources,reasonable adjusting of the industrial structure, and actively cultivate the leading industry,promote the development of Marine industry, which have a certain guiding significance toimprove the competitiveness of the industry of sea coastal areas.
